Film Campus
The Film Campus is an infrastructure complex for the technological and creative industries. We help bring jobs to the campus’s office and production spaces by offering supporting services for entering the film industry. We create physical conditions for international film production in the region by developing a studio complex with supporting services.
As a result, the visibility and attractiveness of Ida-Viru County, and Estonia more broadly, as a film production destination will increase, enhancing the quality of living environment services and their availability in the region.
By August 2026, the campus in Jõhvi Business Park will include:
Digital and Multimedia Incubator, a flexible office building that offers startup incubation, other business support services, and office space for (startup) companies and business support organizations.
Creative Industries Incubator with Studio Complex, a business and industrial building offering creative industry incubation, business/production space for small and medium-sized enterprises, and production space for the film industry.
Parking areas for heavy-duty vehicles and passenger cars, including accesible spaces for persons with disabilities and electric charging stations, will be constructed along with access roads for public transport, pedestrians, and light mobility vehicle users.
Land plots for private investors to establish warehouses and production units that support the film industry.

Buildings
Digital and Multimedia Incubator
Spaces in the Digital and Multimedia Incubator:
- First floor: Café and seminar rooms open to all residents, guests, business park companies, and the community.
- Second, third, fourth and fifth floors: Office spaces for companies and business support organizations in 2-4 person offices and open workspace areas. Each floor has an office kitchenette, lounge, and meeting rooms.
- Rooftop terrace: A relaxation area with a terrace.
Incubator will be located in Jõhvi Film Campus at Jordi tee 17, Kotinuka village, Jõhvi municipality. Access will be available in 2026 via the Tallinn-Narva highway from the Jõhvi-Kotinuka intersection along a road to Jõhvi Business Park.
Creative Industry Incubator with Studio Complex
The Creative Industry Incubator with Studio Complex will be located in Jõhvi Film Campus at Jordi tee 17a, Kotinuka village, Jõhvi municipality. Access will be available in 2026 via the Tallinn-Narva highway from the Jõhvi-Kotinuka intersection along a road to Jõhvi Business Park.
The complex required for audiovisual production includes two separate filming studios, each with its own ancillary spaces (from set construction to sound editing and subtitling), with a natural landscaped courtyard planned between the studios. The studio complex is designed for multifunctional use.
The entire complex consists of:
FIRST FLOOR
- Warehouses and workshops, including makeup, costumes, SFX (approx 1807 m²)
- Studio 1: 2000 m² with support and service rooms (approx 445 m²)
- Studio 2: 1200 m² with support and service rooms (approx 365 m²)
- Shared catering/seminar area (approx 455 m²)
SECOND FLOOR
- Post-production rooms (approx 1268 m²)
The kitchen of the café on an adjacent plot is designed with a capacity to provide extensive catering services, including serving film studio crews and offering catering services externally.
